CI: allow failure for aport linting check

Administrator requested to merge aport_lint_allow_failure into master

Temporarily allow failure for APKBUILD lint check by CI, because that blocks too many MRs now. It will still report linting issues, but will allow second CI stage (aports-build) to start.

At least until https://gitlab.alpinelinux.org/Leo/atools/merge_requests/24 is merged AND released
