WIP: Pinephone calling integration

Administrator requested to merge pinephone-calling-integration into master
  • Fix audio on boot (hardcoded volumes in alsa now, can probably be worked around with pulse software volume)
  • Add the patches required for modem audio
  • Added the auto-enable tool from ofono to bring up modems that are hotplugged automatically, Plasma Mobile does the rest
  • Somehow send the QDAI command to the modem, this is a persistent setting I think so it only needs to be done once
  • Plasma dialer needs to set up audio routing
