Package the Plasma phone dialler

Previously I had the phone dialler disabled, due to some compilations issues I wasn't able to solve at the time. I now found the issue and everything compiles correctly. The dialler appears and can be launched, however, it seems the tab bar doesn't render making it quite useless for now. I'm still investigating why this happens.
