Add support for Samsung SIII mini VE (gt-i8200)

Although it looks the same as Samsung Galaxy SIII mini, this version has nothing else in common, it has, however, the same hardware as Galaxy Tab 3 7.0.

I am using the upstream mwifiex driver for wi-fi support (marvell sd8787) and btmrvl for Bluetooth (but i did not test BT).

Note that test_aports_device_kernel fails with "multiple kernels" because of linux-firmware-mrvl dependency.

    Yeah, that does not make any sense. The linux-firmware-mrvl should have triggered another test, which would have written the following message instead:

    Firmware package 'linux-firmware-mrvl' found in depends of /builds/Ashymad/pmbootstrap/aports/device/device-samsung-i8200/APKBUILD. These go into subpackages now, see https://postmarketos.org/devicepkg.

    (Created a merge request to fix the test in !1634 (merged))

    Besides the firmware subpackage, and the kernel config line, the merge request looks good.

    Code looks good! I need to go now, but either @MartijnBraam could rebase and squash + merge it as soon as !1646 (merged) is merged, or I can do it tomorrow.
