kconfig check: require FHANDLE

Administrator requested to merge kconfig-libudev into master

This kernel config is required to be enabled, as libudev depends on it, and we also need it too. Without this, USB peripherals (keyboard, mouse, thumb drives,...) will not work properly in userspace.
