pmb.aportgen.binutils: adjust to subpackages in if

Fixes #2023 (closed).

The first patch updates the testdata file, the other patch fixes the bug. Look at them independently to see how the test case shows that it is now fixed.

Merging now, as it's needed to keep up with upstream-compat. The fix is fairly trivial, the big diff is just from updating the APKBUILD to the latest version in Alpine (which is in a separate commit).
