pmb: chroot: init: explicitly install the keys package

Administrator requested to merge fix/postmarketos-keys into master

The alpine keys are explicitly installed by the alpine-base dependency. This adds the postmarketos-keys to /etc/apk/world for new chroots so they don't get purged when the chroot gets cleaned.
