kconfigcheck: add NLS_ASCII for all kernels

Administrator requested to merge craftyguy/kconfig_ascii into master

We want to require this for all kernels since some devices require FAT for the boot partition and don't use EFI, and we now default to mounting FAT with the ASCII charset.
