Draft: build: init: set compress=1

Caleb Connolly requested to merge caleb/compress-1 into master

Configure abuild to use the fastest possible compression.

Thoughts:

  • Does BPO use this config? Maybe we should have a way to set it back to -9 for BPO?
  • This doesn't solve the "running gzip through QEMU" issue still...
