skip upgrade current if downgrading

I stopped upgrading packages a few days before alpine tagged 3.18.0, and was about to use this tool to patch /etc/apk/repositories to use the most recent release.

I noticed it upgrading all packages beforehand. I'm not entirerly sure on the consequences, but i assume this may create issues due to packages possibly having equal ver/rel and likely higher ver/rel on edge.
