Draft: add step to cache packages

Have not tested yet - will do that later today when I have time and bandwidth - but it's an idea that should work to fix #2.

Using apk cache download -w to download the world before upgrading. Alpine packages succeed in downloading but postmarketos packages fail signature checks:

fetch http://mirror.postmarketos.org/postmarketos/master/x86_64/postmarketos-base-nofde-36-r4.apk
ERROR: postmarketos-base-nofde-36-r4: UNTRUSTED signature

Not clear why. apk cache download <pkg> works with my own personal repo, but not with the postmarketos mirror packages.

Filed this: pmaports#3246 because it seems like it's a global issue with pmos repos.
