New feature: change background

Open Imported Administrator requested to merge splash-bg into master

Adds ability to set splash background.

To change background, edit config as follows:

      Sorry that nobody replied to this MR yet, @HenriDellal!

      So what's the use case for this? By now in postmarketOS, splashes are generated in the device packages.

      No need to be sorry as I had some feedback back then in devel room.

      The usecase is to allow generation of splash screens with custom backgrounds. The intention was that that can be done by users after the installation. I wouldn't say that this feature is needed, but it is nice to have.
