This was only used once, and only made sense for the time where pmbootstrap patches went through lists.sr.ht. Replace the one usage with the generated link and remove the template.

The previous code had some annoying bug that sometimes lead to unrelated parts of the blog post getting replaced. Instead of regex logic, write a more readable version that doesn't have this problem (similar to the username replacement code). It also has more readable errors in case the templates are used wrong.

According to pmaports.git, it was 45_git… instead of 46_git…. Fix it and link to the gnome-shell-mobile repository instead of the GNOME 46 release announcement.
