Custom CI runners fail to start sometimes ("Waited 30 seconds for VM to start, exiting...")

This might be a race condition leading to this error during start up when starting a lot of jobs at once (?)

In my experience this doesn't happen very often and when it does one can just trigger the job again and then it works. We should still fix it though.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
