modem/{qrtr,tqftpserv}: upgrade and switch buildsystem to meson
Upstream has switched several projects to meson buildsystem.
Upgrade to new versions/commits and drop patches that have been applied.
From qrtr package drop subpackage -ns, qrtr-ns service and executable building, as service was moved into kernel long time ago and separate userspace daemon is no longer required.
Ufortunately some packaging-fix patches are now requiuired

Resolved by AdministratorTested on Fairphone 5, nothing seems to break immediately at least, modem and wifi still come up as expected.
Would be still good to test this on more different devices that require these dependencies I'd say.
