firefox does not open (if not connected to internet on first boot)

@caleb reported via testing channel for v24.12:

firefox doesn't open for my on op6/phosh with 6.13-rc3 kernel though fixed by installing pciutils-libs @ollieparanoid maybe this is a regression somewhere??

TODO:

  • reproduce
  • create MR to install pciutils-libs automatically via install_if towards edge and backport it?
