qemu-*: various cleanup and improvements, make packages consistent, remove vexpress

Depends on https://gitlab.com/postmarketOS/pmbootstrap/-/merge_requests/1886 (which has some more details). (Note: functional dependency, not required for build. The pmbootstrap MR requires this MR to pass QEMU CI tests...) Probably better to merge this MR first, then the pmbootstrap one.
