cross/busybox-static-*: upgrade to 1.37.0-r3

Not tested.

@ollieparanoid I was actually asking myself what these packages are even used for? We don't have this busybox-static-* for e.g. riscv64 so obviously it's not very important. And grepping around I can not really find any usage apart from some obscure usages in some linux-* downstream packages.
