linux-pine64-pinephonepro: enable built-in loop device support

Set CONFIG_BLK_DEV_LOOP=y to build the loop device support directly into the kernel instead of as a module. This resolves PostmarketOS issue #3436, where the PinePhone Pro fails to load the loop module on startup, breaking Waydroid functionality.

Adjusted kernel configuration to include ACPI support and several HID-related options, as required by the CI Kconfig checker.
