u-boot: update to 2019.01 (incl. mainline Pine A64 support)

Wasn't tested yet, but I tested HEAD~1 at the shown date and the Pine booted.

The Pine boots, Weston shows on a HDMI display.

I think if we want to upstream this to Alpine, the arm-trusted-firmware part should be put into a separate package, added as a make dependency to u-boot and the $BL31 variable be set accordingly.
